Bushings won't fit upper control arms

I am doing a full rebuild on the front end on my 95 caprice wagon (dropped spindles, springs, shocks, balljoints, bushings, bumpstops).
I bought a set of the energy suspension bushings (3.3173G) but couldn't install them because I couldn't get the old metal sleeves out. After trying to disassemble the A arms for a couple of hours, I decided to quit and take them up to a local shop and have the new ball joints and bushings pressed installed.
The shop called me today and said the upper control arm bushings were the wrong size and I need to bring them the correct part.
I double checked the application and it looks to be correct. Is this a wagon specific problem?
I stopped up at the shop this morning to see what is going on with the bushing install. The problem is that the bushing casings are "stepped" instead of "tapered".
The stock bushings are tapered and start in real easily. But the energy suspension ones are difficult to start and will only go in until it hits the stepped portion.
I'm not sure what to make of this? Any insight is greatly appreciated

Hello,
I apologize for the inconvenience in advance and I will try my hardest to solve this problem.
Firstly, were you able to successfully remove the old shells?
Also, I need to know the part numbers on the bushings you received. You should have received 3292 X 4 3009 X 2 and 3010 X 2.
I reviewed our shells and bushings to see if there was a size discrepancy but every thing is within spec.

Yes I was successfully able to remove the old shells. I have also confirmed the part #s that you have listed. What is the expected diameter of the 3292s? Also what is the diameter of the opening on the upper control arm? I am able to check these specs on my parts to the .001" to make sure nothing is out of tolerance. Thanks for the help so far!
